| In 2007 Shelby County Prosecutor Kent Apsley along with Sheriff Mike Bowlby and Shelbyville Chief of Police Bill Elliot announced the creation of the Shelby County and Shelbyville Fatal Alcohol Crash Teams (F.A.C.T.). The F.A.C.T. teams each consist of specially trained members of the Sheriff’s Department, the Shelbyville Police Department and the Shelby County Prosecutor’s Office.
The Fatal Crash Teams respond to all fatal and potentially fatal traffic crashes in Shelby County.
The team members are trained to treat these particular types of vehicle crashes as crime scenes and to investigate each as a potential homicide.
In explaining the purpose of the teams Prosecutor Kent Apsley stated, “We consider alcohol and drug related vehicle fatalities to be homicides, or at least potential homicides until proven otherwise. We are committed to treating them as we would any other homicide investigation.”
By using a fatal crash team concept these types of investigations will receive the benefit of the resources that the specialized team members bring to the scene. Each team consists of the following specialists:

In announcing the formation of the F.A.C.T. teams Prosecutor Apsley went on to say, “By far, guns and knives are not killing the citizens of this county, drunks with cars are.”
Sheriff Bowlby added, “We know that this team will greatly improve the way we investigate fatal traffic crashes in Shelby County. The time has come to put this plan into action”
